This is probably a s****ed number by a hacker attempting to s**** your phone number. Contact your service provider. The parties may have installed software on your phone or they may be attempting to verify that your no. is legitimate in which case they will make calls and have your no.appear in the caller ID. The Federal Communication Commission should put a stop to this practice. The call is probably generated from an IP address and can be verified and located by the proper authorities. If you continue to get calls from unsolicited numbers it may be coming from the same sources and they may be using your number as well. Some one should put the Feds on these clowns.
