Wanted to “help” reduce my utility bills

Android User Constant calls , all day, even at 5am and after 9pm. I am not in debt, maybe slightly late on a bill - which is NO EXCUSE for this. It's harassment. It calls from other similar numbers, too. No matter what I tell them , or how serious I was when I told them to stop calling, they just call even more.back to back calls as if there's an emergency and you need to get ahold of someone ; but there IS NO emergency.

Texted asking if a contract was signed, I said wrong number, then it s****ed flirting. Probably spam.
