Keeps calling, no message

My sister called the number as listed in a Google search as an EBay number. DO NOT CALL THIS NUMBER. My sister followed his instructions in order to get a refund and he pocketed the money. Long story, but he told her to buy an eBay gift card and then give him the numbers on the back, which she did. And when she went to use the eBay card it was empty he had taken the money and forwarded it to another account. I was hoping I could find who is is to report him.
