Most definitely spammer, left me a message stating "This is an arrest warrant a***nst you and your friends so****ing other about being under federal investigation so call me back to get the detailed information”

This is a telecommunications research group trying to get people involved in their silly expansion efforts. They refused to leave a voice message when they call. Just another bunch of telemarketers from the sunshine state annoying citizens at all hours. Ignore them, don't answer their calls or call them back. If you do they will never leave you alone.

i have T-Mobile and I get all these calls too.

Called the number back  got a recording that asked if I wanted to be placed on their do not call list (Press 1)  I will see if this works

Is anyone getting these numbers on their Tracfone? It's the only phone I get these calls on - and it's not just this number. The EXACT phone message comes from other numbers, such as 704-456-1307.I'm wondering if it's Tracfone war-dialing to knock minutes out...
