This number has been calling my phone

Never leaves a message. Caller ID: "Development Off" (assume "Office?"). Reverse search says it's a landline in the city of Central, SC, and provided an individual's name. Maybe someone who had the # a while back? Another reverse site indicated that it could be in a series of #s used by telemarketers. A search for "Development Office" produced a similar number - only the last two digits c****ed, but gives no indication what type of business. I'm thinking bill collector!
