It's a friend's phone

Says his name is John, from Colorado. His granddaughter is calling and messaging my dad. Wants to fly in to meet him, but low on funds. I believe these people are scam artist.

They keep calling, I've blocked the number, and they leave voicemail!

They use an auto-dialer using different numbers each time they call and usually don't say anything. If you call them back they won't tell you who they are, they just tell you they are going to continue to call you. Talk about harassment, and I have no idea what to do about it.
