Radar O'Riley Calls like this are NOT spam. Spam is form someone who is trying to sell you so****ing and callers like this are nothing motte than internet crooks looking for fools who will provide personal data and details so that they can steal your iden***y. Do yourself a favor and NEVER answer a call from someone outside your own area code, nor who is not in your personal caller directory. If they are legit, they will leave a voice mail, If they are crooks, they will not leave a message and if you call the number back, you'll find that the number is typically "not in service." These scoundrels operate on the internet using VOIP and fake numbers that can not be traced. If you have an iPhone, simply don't answer and hit the top ****on on your iPhone. Allow the call to finish and then go to your "recent" call list and click on the "i" at the left side of the scree and then scroll down and you can select "BLOCK THIS CALLER" and they will never be able to call you a***n.
