I have TW in NY. Why a call from NC?

This is the third call I've gotten in less than a week. I don't answer and they don't leave a message

3 calls from this number in the past week..... on the 3rd call I was actually able to answer.... all I heard was breathing, then they ***g up.very weird.

I get constant calls from this number and there is never a message. I called the number back and reached someone identified as Time Warner Cable. I asked what the call was regarding but the rep refused to give me any info until I verified my name and address. I refused to do so and asked her to remove my number from their call list.
