Calls and ****s up. Been happen quite a bit

Can anyone shed any light on this number? It's supposed to be a cell phone located somewhere other than Neenah, Wi. - near Kenosha, Wi. This obviously is not the case. Do I have a scammer/ spammer/ iden***y theft situation here perchance? Thanks for any and all insights.
