I have received the same type call and its frustrating because they don't seem to want to answer.  I received the same type call the other day and had my headphones in my phone and answered but the person couldn't hear me.  There is a person if you answer, but if not they refuse to leave a message much less have a formal greeting on their VM identifying themselves as to who it is.  There are 2 other numbers940-535-7036 & 972-200-9979 that are the same exact thing.  Seagoville, Texas seems to be a theme too!

Was calling during the day, now calls in the evenings, does not leave message. Tried returning call only to receive a mailbox
