Definitely a scam where they offer you a low interest rate then ask you for your credit card number and expiration date to "confirm" But obviously the scam is just to get your information... The person on the other end sounded like the same ones that call from online pharmacy… LOL.... Next they'll blatantly have the "Nigerian prince" calling you direct… :-)
Credit Card Scam.
I was on another call when a call from this number came in. It was a number I didn't recognize, so I let it go to voicemail. They did not leave a message, so I tried calling them back. On the first attempt, it gave me a busy signal. Upon trying a***n immediately after the first attempt, the phone just range indefinitely and ***ody answered. Base on other user's input here, I would be highly su****ious of giving any information to these people. Tell them to put your number on the do not call list and advise them that future attempts to contact you will be grounds for harassment.
Robocall from "Card Services" advertising "lower interest rates". Whether they are a real business breaking FCC regulations or just flat our criminals stealing credit card numbers, I cannot say, but one way or another they're breaking the law...

Absolutely a spammer who completely ignores the "no call" list. The Baltimore (or federal) police should track this person down and make sure she never has access to phone service a***n.
