this number has been calling me everyday. I called it back and there is no real voicemail other than "the person at extension 5 is on the phone" This seems like a robocall or telemarketer.

Recorded message stating that your power would be interrupted unless you call a number (didn't write it down) and pay the bill. Obviously a scam to give them your credit card number.
