This isn't a phone made scam, rather email spam. It's email spam stating you were charged to renew your invoice of Microsoft services. To cancel and get a refund they request you call that number -- and that's where the scam will take place.

The text was "Hi, then my name", but they did not identify themselves. That is creepy to send a text with is one-way message like that. So the only reply I sent was, "Who is this?" And they did not answer.
