It's a computer "*****r" dialing program fishing for live phone numbers. The software they're using sends out a false caller ID number. If you answer the call, or even if your answering ma****e or voice mail picks up the call, the *****r knows it has found a live account that is NOT a fax ma****e. The Spanish message is gibberish, doesn't actually say anything. Once your number is recorded, it is sold to telemarketers as an active line.
