This is a typical scammer. If they refuse or cannot give you any information regarding the "loan". Or will not give you an address, then it is probably a scam. They cannot take you to jail for not paying a bill. There is no DEBTORS PRISON. Call their bluff.

Steve I got a message from this same number. I called it and they want info. General Investigations Unit.. of what?   That's too ***ue a description.  If it were real it was be so****ing like::    Crime Investigations Unit of Florida or  a certain county.

Velveteen143 We receive calls from this number a couple times a week.  In the beginning we answered but after it always being dead lines we stopped.  But it is very very irritating.
