I am getting the same calls from the state of Wa. Every week I get at least 2 freakin fraggled calls! I never answer of course! But still! I hope it's not this app doing it!!!! Ugh! I'm saying spam since everybody else is marking it as spam.

Political survey continuous calls spam in my book
I've been getting numerous calls from the Seatlle, WA area. I've been receiving about 4 to 5 calls on my cell phone each month since Feb/March 2012. They purport to be a political survey group (to skirt the Do-Not-Call law), but in fact they are scammers trying to alure you into thinking you won a prize, like a cruise. Best thing is to not answer your phone if you see the 425 (or 306) area code on your caller id. By-the-way, I get occassional text messages from the 425 and 306 area codes too. What a nusiance!
